A quiz in OSCampus is a lesson, only with the "Quiz" type.  You can display the title of the quiz lesson to the Public access level.

But Quizzes in OSCampus won't work for the Public access level. Your quiz taker has to be logged in. OSCampus has no way of keeping track of results of a quiz without being attached to a logged-in user.
